I read that students are supposed to have books at their independent level in their book boxes. If students are supposed to be instructed and conferred with based on the books in their book box, when are they instructed with books at their instructional level?

You can introduce books at instructional levels during your conferences or small group work that can then be added to their book boxes. You can check their use of the strategies you introduce when listening to them read their independent level books.
